SAN FRANCISCO — U.S. District Judge Lucy Koh of the Northern District of California is expected to be nominated to the U.S. Court of Appeals for the Ninth Circuit later this month, according to two sources with firsthand knowledge of the Obama administration’s vetting process.
Koh, 47, who sits in San Jose, is currently being screened by the FBI and American Bar Association, the sources said.
