Florida’s unique licensing structure and massive population have made it one of the top marijuana industries by revenue. With adult-use legalization and additional licenses expected to be awarded in 2024, the Florida marijuana industry is poised for tremendous growth and transformation.

The Current Legal Structure

Florida is currently only a medical market. Its license is referred to as a Medical Marijuana Treatment Center (MMTC) license. Two aspects of the Florida MMTC license make it unique to those of the other states. First, the MMTC license allows and requires the MMTC to cultivate, process, transport, and dispense medical marijuana. No other state allows a single license to operate across the entire supply chain like the Florida MMTC license does. In fact, many states even restrict ownership between and among licenses at different parts of the supply chain. Second, the Florida MMTC license allows the MMTC to open as many facilities as it wants, including cultivation facilities, processing facilities, and dispensing facilities. No other state allows an uncapped amount of facilities like the Florida MMTC license does. This combination of uncapped facilities across the entire supply chain makes the Florida MMTC license one of the most sought after and valuable licenses in the country.
