Matthew Cardinale, an attorney who for the past 15 years has been battling the city of Atlanta for allegedly violating the state’s open records and open meetings laws is at it again.

Cardinale, who also is news editor of the Atlanta’s Progressive News website, has filed a motion for partial judgment on the pleadings regarding a lawsuit he filed in August.
