The Sixth Appellate District denied a petition for extraordinary writ and remanded. The court held that neither federal homeland security provisions nor copyright law permitted a county to deny a California Public Records Act request for disclosure of the county’s geographic information system basemap.

California First Amendment Coalition (CFAC) requested that the County of Santa Clara provide a copy of the county’s geographic information system (GIS) basemap. CFAC lodged the request pursuant to the California Public Records Act (CPRA). The county denied the request, citing statutory exemptions and copyright protection.
