SAN FRANCISCO — For the first time in 24 years the top federal defender job in the Bay Area is coming open, and it’s poised to go to a candidate inside the office.

Two veterans in the Northern District’s Office of the Federal Public Defender, Shawn Halbert and Steven Kalar, are said to be the leading contenders out of a small group of applicants who sought the position following the announcement earlier this year that Barry Portman would step down.
