It was a rough-and-tumble day at the Ninth Circuit for “America’s toughest sheriff.”

An 11-judge panel on Wednesday grilled the lawyer who represents Maricopa County Sheriff Joe Arpaio in a suit that accuses the sheriff and his cronies of arresting two Phoenix newspaper executives on bogus charges in retaliation for the paper’s aggressive coverage of Arpaio.
