Pennsylvania State University is setting up its first in-house legal department. And Cynthia Baldwin, a former Pennsylvania Supreme Court justice, will be the university’s first general counsel, at least temporarily.

Starting on Feb. 15, Baldwin will organize the legal department, manage Penn State’s legal matters, and pave the way for a permanent general counsel to be hired following a national search. She is resigning as a university trustee to fill the post.
