Congressional leaders deep in negotiations over the federal budget haven’t been mentioning civil legal services for the poor as they tick off the federal programs they hope to spare from Republican-proposed cuts. Instead, key figures such as Senate Majority Leader Harry Reid (D-Nev.) have focused on early-childhood education, border security and other priorities.
