A pair of 20-year prison sentences meted out to two men who tried to exploit an illegal immigrant were thrown out yesterday by a federal appeals court in a ruling on the scope of the Hostage Taking Act.

Domingo Rodriguez and Jorge Garcia-Reynoso were convicted in the Eastern District of taking a Mexican woman who had just entered the country and briefly detaining her in a van while they demanded money from the woman’s husband to secure her release.
