A series of changes to Philadelphia’s criminal justice system in 2010 has led to reductions in pretrial detention of defendants and in the overall city prison population, according to a report released Wednesday by the Pew Charitable Trusts Philadelphia Research Initiative.
The report is perhaps the first outside assessment of the effectiveness of criminal justice reform measures in Philadelphia.
