Philadelphia Traffic Court has implemented new rules requiring that persons sent to jail before trial for a past failure to appear in court or failure to pay fines and costs must have the merits of their case heard in three days.

The rule was implemented in the wake of a case earlier this month in which a defendant was jailed at a vehicle impoundment hearing without having an attorney present and had his court date set for five weeks later.
