The Pennsylvania Judicial Conduct Board's chief counsel argued before the state Supreme Court in Philadelphia on Tuesday that the justices do not have the power to order interim suspensions of judges in certain cases.
At least one justice indicated that JCB Chief Counsel Robert A. Graci's argument was an uphill battle.
