President Joe Biden’s national security adviser Jake Sullivan on June 2 gave a well-publicized speech on nuclear arms control, emphasizing that the U.S. will try to bring China into discussions on a wide range of such issues.

Mr. Sullivan noted the obvious absence of any nuclear arms control agreement between China and the United States. He specifically called attention to the urgent need for agreements that could maximize the prospects of avoiding miscalculation and miscommunication, such as requiring advance notification of ballistic missile tests.
