The Department of Probation Services has always provided individuals under its supervision with information necessary to help them find a job.

Yet even in an era of low unemployment rates, one out of every three probation clients reported they still could not obtain a job. Many more individuals were found to be “underemployed” with low-paying jobs beneath their skill level. For individuals saddled with a criminal record and often times little job-related experience, a bolder strategy was needed.
