It has long been a fact of life for New York City’s Housing Court that the vast majority of tenants appear without legal representation, but according to a new city report, that trend may be reversing.
A study by a court system task force found that, in 2013, 99 percent of tenants in Housing Court were unrepresented while a similar proportion of landlords had attorneys.
