Justices Disagree About Splitting 13th Court of Appeals
Thirteenth Court of Appeals Justice Greg Perkes said he favored a bill to split his court and create a new intermediate appellate court, but Justice Gina Benavides disagreed for herself and other justices.

One justice on the Thirteenth Court of Appeals wants to split the court to form a new intermediate appellate court, but his fellow justices oppose the idea.
During an April 21 public hearing on House Bill 2730, Thirteenth Court Justice Greg Perkes said he favored the idea, but Justice Gina Benavides said she and other Thirteenth Court justices “are all against this bill.”
HB 2730 by Rep. Phil Stephenson, R-Wharton, would take Cameron, Hidalgo and Willacy counties out of the Thirteenth Court district into a new Fifteenth Court of Appeals in Edinburg. Three of six Thirteenth Court justices would move to the new Fifteenth Court.
