HOLDING PATTERN - We’re on the verge of the longest U.S. government shutdown on record. Lawsuits are mounting from federal employees and from unions representing government workers, law schools are scrambling to help students whose externships are busted, and federal courts have “limited funds” that will dry up by Jan. 18. The absence of a deal between Trump and Congress means that federal workers will not receive their paychecks today.
