Colorado Regulators Warn Cannabis Licensees to Pay Their Bills

Two weeks ago, Colorado marijuana regulators issued what seemed like a fairly benign bulletin to cannabis industry members.

The single-page memo from the Department of Revenue's Marijuana Enforcement Division said simply that the state "recognizes the enforceability of contracts" among those in the business. On its face, the message was clear: Pay your bills. But David Mayhan, a partner in Butler Snow's Denver office, said the intent behind the bulletin was deeper than that.
