At oral arguments Wednesday in Ludlow v. Ohio Department of Health, the Ohio Supreme Court looked to answer whether death certificates are public records.
The central question at issue was whether the information in a death certificate is "protected health information" and therefore exempt from disclosure to the public under the Ohio Public Records Act.
