Justice Brett Kavanaugh on Thursday joined a growing number of U.S. Supreme Court conservatives who are open to reconsidering the power of individual judges to block the enforcement of unconstitutional laws beyond the parties to the case.

In a statement Thursday, Kavanaugh said the authority of judges to impose universal injunctions is “an important question that could warrant review in the future.” Justice Amy Coney Barrett, who previously signaled her opposition to universal injunctions, joined Kavanaugh’s opinion.
