The Federal Trade Commission has signaled a strong desire to delay mergers by making changes through rulemaking, but the agency has yet to make lasting revisions, former FTC chairs said Friday. 

Under current FTC Chair Lina Khan, the agency has shown its “desire to make a sharp change” through regulation, such as banning non-compete agreements, and proposed alterations to merger guidelines and the 1976 Hart-Scott-Rodino Act, said Maureen Ohlhausen, who served as acting chair from January 2017 until April 2018.
