Law publishers shape the laws that regulate our lives. From ensuring adequate exits in buildings to safeguarding the privacy of medical records, publishers are integral to public health and safety.

While their contributions are undeniably significant, publishers shouldn't be able to use copyright to control access to the law. After all, no one can own the law. But a bill flying under the radar in Congress aims to do just that: the Pro Codes Act (H.R. 1631).
