Longtime white-collar defense partner Richard Scheff, most recently Montgomery McCracken's vice chairman, took over as the firm's new chairman Wednesday from Stephen Madva, who now serves as managing partner. Scheff says he will implement a plan that calls for the firm to open a New York office in the "short term," and likely an office in Washington, D.C. In addition, Scheff is expanding his practice group, bringing on the firm's second new white-collar defense attorney in two weeks: Mark Sheppard from Sprague & Sprague.
