Khubeb Vahora, a native and citizen of India, sought asylum in the United States based on his Muslim faith. The Immigration Judge (“IJ”) denied asylum and granted voluntary departure, and the Board of Immigration Appeals (“BIA” or “Board”) affirmed. Mr. Vahora now petitions for review of the BIA’s decision. He contends that the Board erred in determining that he had not been subjected to past persecution and that he had not established a well-founded fear of future persecution. He also submits that the IJ did not fulfill the regulatory obligation to advise him of avenues of relief other than asylum and that his case should have been closed administratively and joined with a case involving his parents. For the reasons set forth in this opinion, we deny the petition for review.
