Samuel Kwon, 36, has rejoined Chadbourne & Parke as counsel to the firm’s Washington office. He focuses on infrastructure projects in emerging markets. Previously, he was assistant general counsel at the Millennium Challenge Corp., an independent U.S. foreign-aid agency. Before that, Kwon was an associate at the firm from 1999 to 2005. He earned his J.D. and LL.M from Georgetown University Law Center.
Corey Norton, 36, has joined Keller and Heckman’s Washington office as counsel, concentrating on export and import issues. Previously, he was an associate at Bryan Cave. Norton earned his J.D. from Boston College Law School.
