SACRAMENTO — The Commission on Judicial Performance has launched formal proceedings against a Contra Costa County Superior Court judge over allegations he leaned on a judge pro tem to help his son, who had been cited for being a minor in possession of tobacco.

A lawyer for Judge Bruce Mills called the CJP’s description of events surrounding the case “erroneous” and insisted his client had done nothing improper.
