The boundary between a legitimate sweepstakes and an illegal gambling operation is being tested in DeKalb County Superior Court, where defendants are trying to persuade a judge that they were careful to obey the letter of Georgia’s laws.

A business that sold phone cards loaded with sweepstakes entries asked Superior Court Judge Clarence Seeliger during hearings this week to suppress search warrants that led to raids of eight locations—and felony racketeering charges.
