SAN FRANCISCO — A Bay Area judge who gave up his criminal docket 15 years ago to protest harsh federal sentences has begun presiding over criminal cases once more.
Senior U.S. District Judge Thelton Henderson said recent changes in case law handing judges more leeway in sentencing prompted him to reconsider his stand.
