A three-judge panel of the U.S. Court of Appeals for the D.C. Circuit on Tuesday agreed to rehear a case challenging the U.S. Securities and Exchange Commission’s hotly contested conflict-minerals rules.

In April, the divided panel struck down a key portion of the rule on First Amendment grounds, a partial win for business groups led by the National Association of Manufacturers.
