The Justice Department has sued Volkswagen A.G. claiming it violated the Clean Air Act by installing illegal defeat devices in nearly 600,000 diesel engine vehicles in the United States that were designed to cheat emissions tests.

The civil complaint, filed on Monday in U.S. District Court for the Eastern District of Michigan on behalf of the U.S. Environmental Protection Agency, could result in more than $18 billion in civil fines against Volkswagen, which also is accused of violating the Clean Air Act by selling cars whose emissions were different from what it stated in applications for certification with the EPA and the California Air Resources Board.
