KENNETH R. Feinberg, the special master of the fund to compensate Sept. 11 victims, has met with New York’s 13 metropolitan Surrogates in an effort to avoid legal disputes that could bog down the payment of benefits to victims’ families.

Judge Lippman also confirmed that there was a “general discussion” of ways to streamline the process of appointing a representative if it is at all possible.
