The port of Houston, the second-largest petrochemical complex in the world, is home to approximately 150 manufacturers and businesses. It also is a potential terrorist target.

More than six years after the Sept. 11, 2001, terrorist attacks on America, refineries and other businesses with port facilities, many of which are vital to the continued functioning of the U.S. economy, do not coordinate their security operations and lack a central network for sharing information in case of an emergency.
