Atlanta’s chief Olympic organizer, Billy Payne, took the witness stand Thursday to defend his view that records of Atlanta’s bid for the 1996 games are private.
Payne, a founder and co-chair of the Georgia Amateur Athletics Foundation, insisted that the group exercised no governmental authority in its successful bid to bring the Olympics to Atlanta.
