MONTEREY — Like the thick fog over Monterey Bay on Monday, dark questions about the fate of the Ninth Circuit U.S. Court of Appeals and its judicial nominees have clouded the most recent Ninth Circuit judicial conferences.
But the tone as the 1999 conference opened Monday was a bit lighter than it had been in years past.
