Saying Illinois has a “shameful record” of putting innocent people on death row, Gov. George Ryan declared a moratorium on executions until the system is investigated, studied, and fixed.
The governor announced Monday he will appoint a commission to review the death penalty and will use his executive authority to halt executions until he is satisfied only the guilty are being punished.
