Battles among key lawmakers in Congress will likely delay a vote on a major telecommunications bill aimed at speeding telephone companies’ entry into the subscription TV business.
The legislation, which the House Energy and Commerce Committee passed, would allow phone companies to obtain a national franchise to initiate service rather than obtaining thousands of local ones as cable operators have been required to do for decades.
