WilmerHale on Tuesday lost two top partners from its marquee Washington, D.C.-based securities practices, one leaving to become a general counsel and the other joining a rival firm.

Stephen M. Cutler, co-chair of the firm’s securities department and a former director of the Securities and Exchange Commission’s enforcement division, was named Tuesday as general counsel to banking giant JPMorgan Chase & Co., a position he will take up in February.
