Though the federal government has been stalled in imposing on employers a new requirement for verifying the work authorization of foreign citizens, the threat of another onerous immigration regulation has increased tension in many corporations already struggling to comply with an array of governmental constraints to hiring skilled workers, local business immigration attorneys are reporting.

Regulatory barriers and numerical caps on visas are a major problem for employers, said Mark D. Koestler, a partner at Kramer Levin Naftalis & Frankel.
