Dardenne Prairie became the first to pass a measure outlawing Internet harassment, and on Nov. 26, the Florissant City Council followed suit. Earlier this month, the parents of Megan Meier, 13, claimed that their daughter hanged herself after becoming upset over messages she received on MySpace.
