Appeal from an order granting summary judgment to appellees by the United States District Court for the Southern District of New York (Richard C. Casey, Judge). In an earlier decision, we partially affirmed and partially reversed the district court’s analysis. However, we were unable to dispose of the appeal entirely because of an unsettled question of state law. We certified that question to the New York Court of Appeals and have now received an answer. On the basis of that answer, we affirm.

Michelle Huang appeals from Judge Casey’s grant of summary judgment dismissing the lawsuit brought on behalf of her minor son, Raymond Yu. In a previous decision, we affirmed the district court in part but reversed its holding that Huang’s claims are barred by the Eleventh Amendment. See Huang v. Johnson, 251 F.3d 65, 76 (2d Cir. 2001).
