Essex reportedly retired earlier this month after nearly a decade as an administrative law judge at the ITC, a federal agency with authority to investigate and adjudicate cases involving allegedly unfair import practices, including imports that infringe intellectual property rights. Essex, based in Washington, D.C., joins Hogan Lovells in an of counsel position.

In a statement Monday, Hogan Lovells said that Essex's position on the ITC bench put him at the “forefront of intellectual property law issues for 10 years,” allowing him to oversee scores of IP cases under Section 337 of the Tariff Act of 1930. Celine Crowson, head of Hogan Lovells' IP, media and technology practice in the Americas, said Essex's arrival is a logical expansion of the firm's ITC practice.
