The European Union’s decision to impose “economic substance” laws on Bermuda and other offshore financial centers could have dramatic consequences for the offshore legal market and for thousands of businesses registered offshore, lawyers say.

Economic substance requirements force companies registered in an offshore financial center (OFC) to show that they are engaged in “core income-generating activities” in the jurisdiction and have offices, employees and executives based there, rather than simply existing on paper.
