Utah looks poised to radically revamp how law can be practiced in the state, after a working group on Monday unveiled a proposal that would create a new regulatory scheme to allow nonlawyers to invest in and own legal businesses.

The Utah Work Group on Regulatory Reform, led by a justice on the Utah Supreme Court and a former president of the Utah Bar, wants the state’s Supreme Court to adopt the recommendations, which are intended to expand access to civil justice.
