Moving to expand its reach into East Africa, Royal DutchRoyal Dutch Shell has offered to buy oil exploration company Cove Energy for $1.6 billion, the companies announced Wednesday.

The offer is conditional and subject to the consent of Mozambique’s Minister of Mineral Resources, the companies note. Cove’s board of directors will back the proposed offer if that consent is granted, according to the announcement.
