Look to historical recordUntil recently, the lower federal courts have consistently accepted the argument the right to bear arms was a collective one, tied to service in the militia. The historical record of the Second Amendment bears out this analysis. The focus of all the framers was on establishing a "well-regulated Militia" as a counterweight to the central government's standing army. A dispute about conscientious objection showed that the focus was on militia service, not any independent right for all citizens to own a weapon.
