Playing Wedge Politics With Immigration ReformIn December 2005, House Republicans, led by Judiciary Chairman James Sensenbrenner, R-Wis., passed HR 4437, a bill that would make it a felony to be in the United States illegally, criminalize those who aid illegal immigrants, whether they be churches or employers, and extend border walls by 700 miles. Presumably, this legislation was smart wedge politics, a sop for some portion of the GOP base, with little political downside.
