Miriam Aroni Krinsky, a member of the American Bar Association Youth at Risk Commission and a lecturer at the UCLA School of Public Affairs, and Andrew Schepard, a professor of law and director of the Center for Children, Families and the Law at Hofstra University School of Law, write that this month, Congress will have the opportunity to seize a historic moment in time by enacting legislation that will create a better future for youth in foster care. Two bills pending in Congress would promote vitally important, proven, and long-overdue reforms in our child welfare system by creating new opportunities for permanent families while also addressing the monumental difficulties youth face when they are forced - often at the age of 18 - to leave care and transition to adulthood.
