Who to Pay for New Energy Laws Compliance?Peter S. Britell, of counsel at Dewey & LeBoeuf, and Stuart Saft, a partner at the firm, write that despite effective dates as far out as 2025 for the new rules governing energy use in New York City buildings, there is great incentive for landlords to rush compliance with the new laws so as to recover costs from existing tenants, who are locked into pass-through clauses of their leases, while new tenants can bargain for the landlord to take the hit.
