Toward a Better Sentencing SystemThe bad news is that the federal criminal justice system is a mess. The good news is that United States v. Booker, the Supreme Court's Jan. 12 landmark ruling on the federal sentencing guidelines, has handed President George W. Bush and the new Congress a historic opportunity to make fundamental changes that will set things right. Let's take stock of where we are now and where we need to go, using the constitutional principles enunciated by Justices Scalia and Thomas as a guide to action.
