Lina Khan, a fierce antitrust enforcer who is widely viewed as the most controversial chair of the Federal Trade Commission in a generation, presided over a commission meeting for the final time on Tuesday.

Yet, curiously, it wasn't Khan's efforts to squash what she deemed as anticompetitive practices in a range of industries—from technology to mattress sales—that she threw the spotlight on Tuesday. It was her efforts to widen public participation in the commission's rulemaking efforts.
